UNLF-KYKL adopt tough stance, impose restrictions

Imphal, July 06: Asserting that its earlier appeal to the people of Heirok to abandon the idea of arming themselves under the Special Police Officer scheme has gone unheeded, the proscribed KYKL and UNLF today announced a series of measures that they would take up against the people of Heirok.

In a joint statement issued to the press today evening, the two outfits said that no one from Heirok, including students would be allowed to venture outside Heirok.

Even if they are accompanied by security forces, the cadres of the two outfits will strike them with heavy guns, warned the two outfits.

No one from Heirok will be allowed to venture outside Heirok to till their fields or go to the hills to collect firewood.

Violators will be attacked, decreed UNLF and KYKL.

No students from Heirok will be allowed to study outside Heirok, said the statement and added that if any school, college or university are found enrolling students from Heirok then they too would be targeted.

No hostel in Manipur and in the North East region should admit anyone from Heirok to their boarding.

No place should also be rented to the people from this place, said the statement and added that if anyone is found renting out their place or admitting them to their hostel or boarding, then they will be targeted.

No one from other localities would be allowed to take food and medicine to Heirok, said the statement and added that no one from other localities will be allowed to attend any social and religious function with the people of Heirok.

The two outfits said that the decrees announced will be implemented immediately.

The statement further said that it is a gross misnomer to think that the armed struggle can be solved by arming the civilians.

The issue of armed rebellion is an issue for everyone and not only for the people of certain areas, said UNLF and KYKL and added that a wholesome solution is the right approach.

Recalling the genesis of the demand made by the people of Heirok to arm to protect themselves, the two outfits said that the Salwa Judum experience in Chattisgarh tells a chilling story.

The SPOs under the Salwa Judum, unleashed a reign of terror killing many innocent civilians and raping women as well as burning down houses.

There is no reason to believe that the same will not happen here once the SPOs are armed, said the statement.

The very statement of the DGP Y Joykumar that the SPOs will be used in CI Ops is a telling example of the agenda of the Government said the two outfits and added that many social organisations and intellectuals both from Manipur as well as from outside had voiced their opposition against the proposed SPO.

Prof Nandini Sundar, who had come to Manipur had also spoken out against the setting up of the SPO, said the two outfits.

The earlier warning given against five persons was done so to give a chance to the people of Heirok to reconsider their stand and drop the idea of setting up the SPO, said the statement and added that even though a good number of people as well as the JAC were hesitant with going ahead with the SPO scheme, some individuals connived to set it up to challenge the revolutionary outfits.

There is also no guarantee that the SPO will not turn their guns on the innocent public said the statement and added that this will happen even to the people of Heirok.
