KCP (MC) claims bomb blasts

Imphal, February 27 2009: Claiming responsibility for the bomb attacks at district Congress offices of Imphal East, Thoubal and Bishnupur last night and the successful explosive test conducted behind Standard College Road, Kongba, the proscribed KCP (MC) has declared launching its "Operation Red Fox over the Congress Government and Congress officials.

A release of the outfit's military affairs secretary Lanheiba Meitei accused Chief Minister O Ibobi of paying no heed to the outfit's appeal to stop rampant killing of innocent civilians by security forces in alleged fake encounters.

For Operation Red Fox, the four valley districts have been put under four different commands.

To execute the operation, KLFs and experts of 5th Lanjaba Unit, Special Demo Team (SDT) have reported to their respective commanders, he informed.

While maintaining that Congress leaders are jingoistic, it cautioned that no one should come out as candidates of such party (Congress) in elections.

Lanheiba also alleged that Congress leaders were instrumental in the alleged annexation of the once independent kingdoms of the North East region.

Announcing that the party has made all preparations to fight against the Government with all its strength, the outfit advised all political workers/activists of Congress party to take security cover from the Govt within five days.

Yet, the party has no relation whatsoever to any party elected by the people other than the Congress party or any popular government, it clarified.

Conveying that the "Operation Red Fox" was often mooted by former C-in-C of KCP late Pajiyaima Y Ibohanbi, the outfit pledged that the operation will be executed by followers of the late party leader today in their struggle to defeat "dirty politics" of India.

Extending open support to the PREPAK's action against the Government, KCP (MC) proposed close coordination between the two parties in their fight against the Government.

Under Op Red Fox, Imphal West district has been put under Western Command, Imphal East under Eastern Command, Thoubal under Northern Command and Bishnupur under Southern Command.

The four commands will be commanded by four commanders under strict instruction from the Central Security Council.

In the event of any summon from the four commanders or KFL, all Congress workers should comply with readily.

It further assured that the party would not assault any one under its custody nor any individual who surrenders to the outfit.

Party cadres may open fire or plant bombs at the residences of Congress leaders and security personnel in the course of Op Red Fox, it elaborated while conveying that the operation will be relaxed a bit at the residences of cadres fighting for liberation of the land.

In the first phase of the operation, faults and misconduct of individuals craving for left-out resources of the Congress Government would be pointed.

However, if they refuse to mend themselves, they will be attacked without any warning.

There would be no weightage in awarding punishment.

Whether one dies or survives would be a matter of their fates, it said.

Special Demo Team will be sanctioned five kilograms of RDX and 10 remote control devices during Op Red Fox, it disclosed.

On the other hand, the outfit rejected the claim of 57 Mountain Division that KCP (MC)'s Lanheiba Meitei has been arrested.

Clarifying that there is no one by the name of KC Meitei in the outfit, it explained that the said KC Meitei was earlier taking shelter at Yaingangpokpi post of 23 AR when KFL was hunting him for collecting money from public in the name of the outfit.

He fled to Aizawl after he could not please his �hosts', Lanheiba asserted.

The outfit also lauded the people of Bashikhong Mantrikhong for rounding extortionists.

It further refuted any connection with the individual shot dead by a combined team of Imphal East commandos and troops of 28 AR at Thambalkhong Sabal Leikai on February 25. Lanheiba also maintained that except for the two cadres killed in an encounter with troops of 115th Bn BSF at Pidonu foothills, there has been no case of party cadres arrested or killed by security forces during the current year.
