Imphal, January 20 2009: Contending that the individual shot dead by a combined force of Thoubal police commandos and troops of 21 Assam Rifles as a suspected KYKL cadre during a reported encounter at Wabagai Leirak Achouba under Kakching police station last night was a lame man suffering from paralysis, the JAC formed in connection with the incident has called a 24 hour Indo-Burma-Sugnu road bandh with effect from 6 am tomorrow.

The deceased identified as Karung Thoiba (44) s/o K Sanajaoba of Mahao Tera village, Chandel district had been limping since around six years back.

Speaking to media persons at Manipur Press Club here today, JAC chairman SK Phubari said that villagers will fight with traditional weapons like swords, bows and spears if security personnel or UG cadres dare to enter Komrem villages of Sugnu area without permission of the village authorities.

The JAC has also submitted a memorandum to Chief Minister O Ibobi demanding fitting action against the commando personnel involved in the killing.

K Thoiba who could not even walk properly was pulled up by five personnel of Thoubal police commando wielding AK rifles who are reportedly attached to Waikhong police station at about 3.30 pm yesterday.

The commando personnel clad in civilian clothes also identified themselves as cadres of the GPRN Komrem region, mentioned the memorandum.

On enquiring about the arrest at Waikhong police station, the Officer in-Charge reportedly told the villagers that Thoiba was in the commando barrack there and he would be released next morning (today).

But when the villagers went to the police station this morning, the villagers were told that Thoiba was killed in an encounter.

Bullet marks were observed on the head, eyes and private part of Thoiba.

The slippers worn by Thoiba at the time of arrest was also changed to hunting boots, said one ST Peter, a relative of the deceased.
