Controversial killings; 39 probes conducted in the last decade : CM

Imphal, March 03: Altogether 39 enquiries including 12 Judicial enquiries and 27 Magisterial enquiries were conducted into different incidents in the last 10 years, said Chief Minister O Ibobi who is also in charge of the Home Department.

Responding to a query of MPP MLA RK Anand during question hour of the Assembly session today, the Chief Minister informed that out of 12 Judicial enquiries conducted, reports of 10 have been received while reports of 20 Magisterial enquiries have also been received.

nAgainst 10 Judicial enquiry reports submitted, four have been implemented.

On the other hand, the number of Magisterial enquiry reports implemented so far stands at 11. Taking part in the discussion, O Joy demanded that Judicial enquiry reports be tabled in the House for information to the public as such enquiries were instituted in public interest in most cases.

To this, Ibobi asserted that there are certain difficulties in producing all the enquiry reports in the House.

Even as the report of the Judicial enquiry conducted by retd Judge C Upendro into the murder case of Sanamacha was submitted on May 31, 1999, it is still under seal following a prohibition from the Gauhati High Court, explained the Chief Minister.

In response to another query raised by Ng Bijoy, Ibobi clarified that security guards are being provided to MLAs under a specific policy of the State Government.

The Chief Minister said that no police outpost was built at Waichong of IT Road.

At present, there is no proposal to upgrade Maram police outpost to a police station, he said answering to a question raised by K Raina.

As it would be ineffective to post 12/13 security personnel in interior and sensitive areas, the Government is taking up recruitment drive to post at least 50/60 personnel in a police station.

Responding to Morung Makunga, Ibobi informed the House that the Government has plans to construct office building, quarters and barrack of the Pallel police outpost under police modernisation programme.

The State Government is working to acquire required land, he explained.
