Police arrogance: Report when you see your assailants

Imphal, May 17: In a damning display of police arrogance and insensitivity, personnel of City Police, who received a complaint, declined to take any action and instead asked the complainant to inform them if he �sees the accused on the road�.

The matter has now come to the Manipur Human Rights Commission and the rights panel has asked the DGP to submit a detailed report on the matter by June 4.The complainant is one Thongam Ratan Singh of Sagolband Tera Wangthongbi Leikai.

He was appointed as an Accounts Clerk in SCERT (A) on December 15, 2000 but so far his salaries have not been paid by the authority concerned.

Following assurances from the authority, Ratan went to the office on January 15, 2004 to draw his salaries but to his surprise he was physically assaulted by one L Priyananda Singh and K Dhijen Singh, who are also employees of the SCERT (A).

He lodged a complaint on the matter with the OC, Imphal PS on January 21, however the police did not entertain it, he said.

Thereafter he submitted an application to the SP of Imphal West on February 26 to do the needful.

Later the SP endorsed his application to the OC, IPS with the directive to submit a report and to register a case if the matter is genuine.

The OC of IPS however forwarded the application to the City PS since the actual place of the assault falls under the jurisdiction of City Police.

The complainant then repeatedly approached the OC to take up some action and also to register an FIR.

The OC interestingly told the complainant that the police will not be able to go to the residences of the accused to haul them up and instead curtly told the aggrieved man, "report or inform us when you see your assailants on the road." As �advised� the complainant even informed the police when he saw the two on the road but no action was taken.

The accused then threatened the victim to withdraw the case against them, said Ratan.

After going through the matter, the Chairperson of MHRC, Justice (Retd) WA Shishak, asked the DGP to give a detailed account by June 4 and fixed June 7 for further hearings.

MHRC has also registered a case under the relevant provisions of Section 12 of the Protection of Human Rights Act, 1993.Advocate M Rakesh appeared on behalf of the complainant.

Rape report submitted: SP Imphal West has informed the Manipur Human Right Commission that one Nahakpam Nanao Singh of Bamdiar raped a girl at Tera on March 23 this year.

Mention may be made here that Officer in Charge of Lamphel PS received a complaint on May 14, filed by the alleged rape victim, who hails from Top Mahka Leikai.

She complained that on March 23 she was kidnapped by the accused Nanao with his associates and raped in a house at Tera Bazar, the report added.

On the next day the local elders and relatives of the accused Nanao informed the matter to the family of the victim girl and subsequently she was handed over to her parents.

Having learnt that the victim girl would be married to another person on May 26, the accused Nanao threatened to kill the girl if she gets married with the other man.

Acting on the complaint, a case under FIR number 60 95) 2004 under section 366,376, 506 IPC has been registered at Lamphel PS in connection with the incident and efforts are also being made to arrest the accused, the report also said.

The victim has been examined medically, the report whose same copies are also sent to the DGP, Special Secretary Home and National Human Rights Commission etc.
