Imphal, January 14: Stating that there is a high possibility that the Government of India may carve out two hill districts to appease the NSCN (IM), the United Committee, Manipur has declared a state of emergency from midnight today and has announced that a torch rally would be staged on January 16.Speaking to newsmen at the UCM office today, its president Sapamcha Jadumani said that there is strong possibility that the Indian Government may gift away Ukhrul and Senapati districts to the NSCN (IM).

The possibility of handing over Tamenglong district is also very much on the card, he added.

Jadumani further said that the there is no restriction of any sort during the emergency and it has been declared to alert the people to the issue at hand as well as to encourage people to discuss the matter and to avoid violence between any ethnic groups.

The torch rally will be held from 7 pm of January 16, said the UCM leader and appealed to all the come out and join the rally.

Awareness campaign will also be launched in every nook and corner of the State, he added.

To check the influx of outsiders into the State, Jadumani said the Inner Line Permit System should be introduced here.

He added that IRB personnel should be posted at Mao Gate, Jessami and Jiribam to detect outsiders who try to sneak into Manipur.

Sounding a tough posture, Jadumani said if the Centre compromises with the territory of Manipur, then the State Government should immediately resign.

All Government employees too should resign en-masse; he maintained and added that a State Integration Council should be established soon.

Jadumani even advocated secession from the Indian Union if the Centre tampers with the boundary of the State.

UCM secretary (organization) Yumnamcha Dilip said one slogan will be used during the torch relay scheduled for January 16.The slogan, "If the Centre tampers with the boundary of Manipur then Manipur will secede from the Indian Union," will be shouted in unison, he said.

General secretary of the Committee, Khomdram Ratan said that the people of Manipur welcome the peace talk between the Government of India and the National Socialist Council of Nagalim (Isak-Muivah) but would oppose any design to compromise with the territory of the State.
