ADC chairman, Sadar Hills given warm reception

Imphal, July 31 2010: Chairman of the Hill Areas Committee of the Manipur Legislative Assembly, Thangminlen Kipgen today said that as the Autonomous District Councils were revived after around 20 years of gap and government is to decide the powers to be conferred to the councils, there would be some inconveniences in the functioning of the ADCs.

The chairman, speaking at the gathering to celebrate election of SH Seipu as Chairman of the Sadar Hill Autonomous District Council held at community hall at Keithelmanbi, said that hill people wanted to enforce the sixth scheduled of the Indian Constitution in the hill areas but it has some problems and difficulties.

The Hill Area Committee had recommended government for holding the election considering the much needed participation of hill people in the democratic practice of the government for development to bring about in the region, he said.

If government wanted to suppress the democratic rights of the people further, the election would have been delayed but it was not done as the ruling SPF government led by Okram Ibobi is keen to deliver the rights to the people and allow them to participate in taking up developmental works in their own places.

Now, all the ADCs in five hill districts are alive but the power to be conferred to them is yet to finalize as it is to be done in consultant with the departments under the Manipur government.

Though time consume, government will not take much time to decide the power devolution to the ADCs, Thangminlen said.

SPF government has keep the assurance given to the people by conducting the elections successfully and fulfilled the long cherish dream of the people and it is upto the elected councilors to work as per wishes of the people, he said appealing the elected councilors to work sincerely for the welfare of the people.

MLA, T Mangibabu observer of the Congress taking part in the function said that for a meaningful democratic practice, local self governance id a must.

Reviving of the ADCs after around 20 years of gap was a great achievement of the SPF government under the leadership of the Chief Minister, O Ibobi.

General secretary of the MPCC, Victor Keishing stressed the need of avoiding doing politics based on religion but at the same time, religion is not separable from politics.

He also called upon the youths to join politics and participate in the developmental activities of the state and give a meaning democratic rule to the people by extending fullest corporation to the councilors of the ADC elections.He also expressed confident that SH Sheipu will discharge his duty in taking up welfare works of the people as a chairman of the Sadar Hill District Council.

Elected chairman of the ADC, Siepu congratulated the councilor and people for electing him as chairman of the ADC and assured that he will work best in the interest of the people.

The victory celebration function was marked by showcase of cultural dance and other entertainment programme.
