2 private member resolutions passed

Imphal, August 01: The State Assembly today passed two out of the three Private member Resolutions moved from the side of the Opposition DPA without any hiccup, but the third one was defeated in a voice vote following intense debates and exchange of views among the members.

The two Private Member Resolutions which were passed unanimously by the House relate to urging the Government of India to start a bus service till Mandalay and reclaiming of the land around Hicham Yaichampat where Manipuri hero Bir Tikendrajit was cremated from private individuals.

The first resolution was moved by Dr Nimaichand Luwang and the second by O Joy Singh.

The third Private Member Resolution which was defeated through voice vote related to setting, up of separate directorate of development of Meetei Mayek under the State Education Department and allotment of Rs 20 crores in the budget for it.

The resolution was jointly moved by Dr Nimaichand Luwang and L Ibomcha.

Dr Nimaichand Luwang strongly contended that starting of a bus service between India and Myanmar would be in the interest of protecting the cultural identity of all those Manipuris who have forcefully taken by the Burmese during the infamous Seven Years Devastation.

Besides it would facilitate trade and commerce between the people living on either side of the border.

Transport Minister Manga Vaiphei also endorsed the proposal and said that there is no harm in apprising India Government of the resolution passed on the matter.

While moving the Private Member Resolution for reclaiming the land around Hicham Yaichampat, O Joy drew the attention of the Revenue Minister for taking a up a positive action in this regard before August 13.Not contented with the explanation furnished by the Revenue Minister E Biramani on the difficulties in acquiring the lands and the finance likely to be involved in the process.

Joy even dared to accomplish the task if he is entrusted with it.

The required amount could also be met from the MLA Local Area Development Fund, Joy suggested.

Dr Nimaichand and L Ibomcha strongly backed the proposal of Joy.

Chief Minister O Ibobi Singh clarified that the Government has no intention of not acquiring the lands, but just wanted some more time to examine whether there is any manipulation in allotment these land.

Once the matter cleared, that State Government would definitely taken up necessary action, he said.

On the question of setting up a separate directorate for development of Meetei Mayek, Dr Nimaichand Luwang and L Ibomcha emphasized on the need for taking up necessary steps to accord the status of official script to the 27 since it has also been started teaching in the schools.

But MLA Y Erabot contended that it would sub-judice to take up the issue since there is already a court case on tin this connection.
