One more bomb found: DGP cautions public to watch out for unknown objects

Imphal, April 03 2009: With the detection of another IED planted on the food path along the Kangla moat opposite to the state PWD office complex, Khoyathong, this morning, state police have taken up precautionary measures to avert any possible bomb blast that may cause death and destruction.

While alleging that KCP (MC) Lanheiba group was behind the planting of IEDs detected by the police in the congested Imphal city areas in the last two days, State police chief, Y Joykumar today has sought co-operation of the general public in averting tragedy which could cause extensive damage to the life and property of the people.

"In order to prevent commission of such acts, from the cadres of the militant outfits, Manipur police department seeks the cooperation of the general public in detection of IEDs, grenades and bombs by providing assistance" as per instruction given by the police, a statement of the DGP circulated today through the media stated.

Among other, the statement asked the general public to avoid unnecessary crowding, not to allow unattended vehicle to parked in front of house, shops etc., to alert police by providing information to the police control room, to check the owner while a vehicle is allow parked and left behind.

It further asked public not to touch any suspicious objects left behind, not to accept any gift/packet from unknown person, to check surroundings for any unusual changes and also to check suspicious behavior of strangers.

Giving police control room telephone numbers of the four valley districts, the statement also appealed the people to pass the information of any suspicious circumstances to the given numbers.

While citing that the state has already experienced the extensive damage, caused to life and property, by the IEDs/grenades triggered by "terrorists" belonging to various militant outfits in the passed, the statement observed that unfortunately, these blasts have been targeted to innocent civilians, who suffered most in such incidents.

The planting of three IEDs by KCP (MC), Lanheiba group has clearly show the insane uttering and attitude of the various militants, ventilated through their various press release, that they do not care about the safety or welfare of the general public but bent upon extracting their demand of extortion or other by any means.

As such, the possibility of militant outfits resorting to explosion of IEDs/hand grenades etc.

in crowded public places or important routes targeting general public or the commuters in the public carrier can not be rule out, the statement added.

Earlier today, after two IEDS, one each found placed at Indira Park and Jama Masjid, Babupara, another IED detected from the foot path on the side of the Kangla moat opposite to PWD office this morning.

Police detected the IED while searching using a bamboo stick on the stretch of the food path this morning at around 6.30 am.

The bomb was found fitted in a thermo flask with a mobile handset.

Stating that it would not be convenient to defuse the bomb for disposal at other place as suggested by the Army bomb experts who were called out for the purpose, the bomb was destroyed at the place where it was detected.

Reports said, the bomb was first detected by the kayoing and kayaking athletes practicing rowing in the Kangla Moat.

Police rushed to the spot after they informed.
