Make Satish killing probe public: Opposition

Imphal, July 09 2009: The enquiry into the killing of L Satish of Singjamei Oinam Thingel by a combined force of Thoubal police station and 23 Assam Rifles in controversial manner is not yet complete, said chief minister, O Ibobi in the house of the state Assembly today in reply to question raised by opposition member O Joy of MPP.

O Joy while raising the question in the house said why the state government delaying in making public the enquiry report of the killing of L Satish and handling over one of his local friends picked up together with him to the police unharmed.

Giving reply to the question, chief minister, O Ibobi said the enquiry into the case to find fact and circumstances leading to the killing of Satish by a committee led by IGP (law and order-I), M Karnajit is in progress.

It took time because the committee has to record statement of too many personnel who involved in the operation on that day, he said.

O Joy further asked how the five personnel of the Thoubal police commandos with the troops of Assam Rifles had cross its jurisdiction in conducting counter insurgency operation and whether, they had conducted the operation in the Imphal east district with prior knowledge of the concern district SP.

In response to Joy's observation, chief minister said police commandos can cross their area of operation if they have the information of presence of underground elements.

No question of area of operation arose while conducting counter insurgency operation.

He also said that the suspension of police commando personnel involved in the operation has indicated that the enquiry is conducting with free and fair to find the truth behind the killing incident.

It will not be a right one to disclose the report of the enquiry as the same is an ongoing one, he added.

Ibobi further said that in the increasing activities of the extortion and kidnapping of ransom by outnumber underground groups in the state has compelled the government to extend AFSPA further in the state.

Central forces are not in operation at the place where AFSPA is not in force.

As people always blamed counter insurgency operation conducted by the Central security forces, state security forces are assisting them.

Apart from this without the co-ordination between the state and central forces, it will not possible to counter with the insurgency in the state, Ibobi said.

He also observed that it will not be wrong keeping a wrong view towards the police commando personnel who are discharging their duties in countering with the armed insurgents.

Members of the house need to understanding the present situation of frequent attacks on the house of the head of the departments and officers of the state government by the undergrounds on extortion demands.

Supplementing to the question raised by O Joy, RK Anand of the MPP informed the house that Pebam Gunindro who was released unharmed is still hiding from Assam Rifles as he was threatened to kill if he happened to disclose the truth about the incident.

Stating that five police commandos involved in the incident have been placed under suspension but what action has been up against the Assam Rifles personnel involved in the case.
