Tentative budget estimate tabled; Murder of mother-daughter at Phayeng discussed

Imphal, March 08, 2010: State Chief Minister, O Ibobi today tabled a provisional budget of Rs 4,939.40 crore for 2010-11 (Budget Estimate) as well as the supplementary grant of Rs 733.92 crore for the fiscal year 2009-10 in the Manipur Legislative Assembly on the first day of the session today.

While presenting the provisional budget for the fiscal year 2010-11, O Ibobi said, as the plan outlay of the state for the year 2010-11 is yet to be finalized, �the provisions under plan are therefore tentative and will be revised through supplementary demands when the outlays are finalized�.

He further informed the House that the non-plan budget for 2010-11(BE) is also tentative, given the fact that the exact modalities for devolution of grants year-wise conditionality, etc.

under the 13th Finance Commission award is yet to be known.

While tabling the budget, he also sought a vote on account to enable the government to meet all essential expenditures during the first four months of 2010-11 fiscal year.

The normal budget could be presented in the House only after the Planning Commission of India and the 13th Finance Commission finalize the state outlay for the year 2010-11, and detailed modalities for implementation of the award of the finance commission for the next five year plan, Ibobi said.

The supplementary grant moved for passing in the House sought for was of the order of Rs 733.92 crores covering 35 demands.

Out of this, Rs.0.39 crore is charged on the consolidated fund of the state government and Rs 733.53 crore was to be voted by the House.

During the discussion of the calling attention motion of the first day of the session today, the matter of murder of a widow, Angom Chanbi (35) along with her 16-year old daughter, Ibecha @ Menaka after gang-rape in a paddy field at Phayeng in Imphal West district was prominently discussed with reference to the observance of the International Women's Day.

Mention may be made that the mother-daughter duo were called out by some unknown persons from their house and were found murdered in a paddy field at Phayeng under Lamshang police station after around two weeks on January 23 last.

Chief Minister O Ibobi in his reply to the calling attention motion moved by the Opposition MLA, O Joy, said that police had arrested one of the suspects in the murder of a widow and her teenaged daughter at Phayeng recently after gang-rape and were looking for other culprits numbering around 11. The Chief Minister named the arrested suspect as N Meghachandra @ Ingomacha of Phayeng Sabal Leikai.

He is a cadre of the PLA, he revealed.

During the course of verification, the Chief Minister informed the House, police came to know that Meghachandra along with another cadre of the same outfit, identified as N Sunil @ Piktru, had threatened the deceased widow of dire consequences if the weapon taken away by her son, who is also a cadre of the outfit, but deserted the outfit some time back, was not returned.

The murder �looked like some kind of revenge�, the Chief Minister said adding that police were on the hunt to arrest around 11 to 12 persons suspected to be involved in the crime.

Meanwhile, discussion on the motion of thanks on the Governor's Address moved by Congress MLA T Mangibabu and seconded by N Mangi of CPI on January 13 last has begun today.
