Night service at oil pumps stopped
Source: The Sangai Express

Imphal, June 30 2013: The novel arrangement of keeping at least one oil-pump opened for 24 hours a day at Imphal for a month on roster system has been stopped due to certain difficulties. The State Government introduced a system of keeping at least one oil pump opened for 24 hours a day for a month on rotation in order to cater to emergency requirements on June 1, last year. Even though it was claimed that law and order situation had improved considerably, the oil pumps were kept opened at night by deploying police and VDF personnel at the particular oil pumps throughout the night. Talking to The Sangai Express, some retail outlets observed that the Government's arrangement, though novel and appreciable, was not suited to the State or Imphal city.

Besides being a small State located at the international border, no people can be seen on roads after 11 pm because of the law and order situation. In another word, Imphal city is totally shut down after 11 pm. People coming to oil-pumps for re-fuelling late night is a rare occurrence even if they are going for urgent or emergency purposes. Whereas pump operators had to stay awake the whole night with nozzles in their hands, very little or no people came to oil pumps for re-fuelling in late hours. At the same time, the pump operators who were struggling hard to keep themselves were often targeted by miscreants and people intoxicated by drugs or alcohol hurling abuses and provocative remarks. Again, VDF personnel treated the oil-pumps as one easily accessible source for their pocket money. All these factors combined together to stop system keeping oil-pumps opened for 24 hours a day for one month on rotation, said the retailers.

State's share from Central pool still unclear ; MBBS/BDS course likely to go off course
Source: The Sangai Express

Imphal, June 30 2013: Even as around 2500 candidates of Manipur have qualified in the National Eligibility Entrance Test (NEET) conducted by the CBSE, it is unlikely that necessary counselling for allocation of seats can be done until the Supreme Court issues a final verdict regarding selection of State nominees for studying medical courses. The number of State nominees who would be selected by the State Government for studying medical courses in the two medical institutes in Manipur and other medical colleges located outside the State against the State's share of central pool is around 160 . As against the 160 candidates, the number of seats expected at RIMS is 30 for MBBS and 13 for BDS. The number of MBBS seats expected at JNIMS is 85 in addition to three BDS seats expected at Regional Dental College, Guwahati. However, the number of seats which would be available to students of the State from the Central pool now is not clear so far. Notably, the Supreme Court has not yet issued any final judgement on whether the results of NEET conducted by CBSE should be compulsorily applied to all the States. The apex Court is expected to come out with a final verdict in the first half of July. On May 13 this year, the Supreme Court issued an order over-ruling its own directive dated December 13, 2012 and allowed declaration of PMT results already conducted (before May 13, 2013) . In the meantime, this year's MBBS/BDS entrance test for which arrangements were already made was cancelled following a decision of the State Cabinet. Even if NEET result is taken as the qualifying criteria for selection of candidates, the Supreme Court has not given its final judgement on the matter. As such, due counselling for allocation of seats has not been conducted till date. Moreover, the State Government has not been informed so far about the exact number of the State's share of seats that would be available from the Central pool. This is ano ther impediment to the counselling. Yet, the Medical Directorate has already issued around 900 forms for counselling as against the expected seat of 160. Apart from students of the State, many students belonging to other States opted for RIMS and JNIMS for studying medical courses at the time of submitting their NEET forms. The State Government has been already provided with a rank list for the 2500 State students who have been declared NEET qualified. Again, even if the State wishes to select candidates based on the rank list provided by CBSE, the Government is facing certain difficulties to conduct necessary counselling pending a final verdict from the Supreme Court. Many are apprehensive that the situation may spark off a major issue in case the apex Court comes with a ruling that validates results of both NEET and PMTs conducted by respective States. Meanwhile, AMSU has urged the Government to resolve the existing issue concerning selection of State nominees for studying medical courses. Reminding that the State PMT for this academic year was cancelled by a Cabinet decision citing a Supreme Court order just two days before the scheduled date, AMSU remarked that the way the State Government is handling the issue is akin to nipping the aspiration of a large number of young students. Without awaiting orders from the Central Government, the State Government need to take a definite decision on the matter, said a press release issued by AMSU. Asking whether the State Government would conduct PMT anew in case the Supreme Court comes out with a ruling which validates both NEET result and results of PMT conducted by respective States, AMSU urged the Government to take a definite decision taking into view possibility of such a ruling. On the other hand, the Manipur MBBS/BDS 2013 Entrance Examination Parents/Guardians Association has decried as irresponsible the Health Minister's statement that the MBBS/BDS 2013 entrance exam was cancelled because of an interim order issued by the Supreme Court. In their conspiracy to select candidates of their choice, some influential people have been openly forfeiting the rights of students, said a press release issued by the guardians' association. Ministers as well as MLAs ought to stand firm against the Government's wrong decision. To make the public suffer just to satisfy a few influential persons cannot be justified, it asserted.

However, the crowd again gathered steam at night fall with some trying to forcibly make their way in while others began pelting stones into police station forcing the police to order a blank-fire at around 6.20pm. Two youths, Thangnunmuang 26 son of G Khanthong of Zenhang Lamka and Obed Thangtansang 25 son of Khamzapau of Zenhang Lamka were reportedly injured in police firing. The first received bullet wounds at his buttock while the later received injuries at his head. Gunshots were also heared at about 7.35pm. Around the same time, a group of people made their way into the residence of one of the accused at Mata village and after pouring kerosene oil on the floor set in on fire before quickly making their escape. The fire was however put under control by the locals before it could cause any substantial damaged. A 5 year-old girl, Manbiaksiam son of Paukhansuan, younger brother of the accused suffered burnt injuries during the melee. To prevent further escalation of violence the district administration has at around 7.15pm swiftly clamped 144 CrPC. The SP Churachandpur has assured that police will pursue the case with all seriousness and sincerity. Besides the charges in the FIR, other relevant sections if needed will be added as well he said. Meanwhile, 18 year old youth identified as Lulun alias Mika was attacked by some men with sharp object near the police station while the turmoil was underway at the police station.

Imphal, June 30 2013: The right main canal of Thoubal Dam breached over a length of about 10 feet leading to inundation of some houses of Nongbrang village as well as paddy fields and fish farms. In addition to the breached portion, water was overflowing over the canal over a length of about 200 feet which led to flooding of nine houses, three hectares of paddy fields and some fish farms. Large scale damage was averted with timely intervention by the local people and department officials in the form of filling up the breached portion with earth and reinforcement of the canal's bank where water was overflowing.

Speaking to media persons who went to the flooded area, Nongbrang Thumkhong Lairembi Youth Club secretary Nameirakpam Shyamjai said that water overflowing from Thoubal Dam right main canal is a regular occurrence as and when the dam is shut downstream because the canal's embankment is too low and narrow. Even as the matter has been informed to the relevant department repeatedly, no attention has been paid to the people's woes. Given such a lackadaisical attitude of the authority, a meeting of Nongbrang village was held recently and it decided to dig out the canal embankment and divert water to Thoubal river in case the existing embankment is not reinforced by putting additional earth within the next three days, Shyamjai said.

Source: The Sangai Express

Imphal, June 30 2013: General manager of North East Vision Line Infratel Private Limited Romesh of Kakwa and managing director of the same company Salam Ranjit of Sagolband Salam Leikai have disappeared without any trace after collecting more than Rs one crore from a number of contractors and land owners with the false promise of erecting mobile towers. Speaking to media persons at Manipur Press Club this afternoon, general secretary of the land owners' association Th Manibabu and spokesman of the contractors' association Th Iboyaima said that legal action would be initiated against Romesh and Salam Ranjit for collecting Rs one crore deceitfully. Romesh and Ranjit, using their agents collected Rs 1 to 1.20 lakh each from 250 to 300 people between 2009 and 2010 with the false promise of erecting mobile towers. Romesh ran his office at Kekrupat while Ranjit had his office at Sagolband Salam Leikai. Against the names of the people from whom the due collected money, a list of 153 people were published on March 22, 2010. This was followed by a list of 16 people. Next month, land lease agreements extending up to 15 years were signed with land owners. As per the agreement, the land owners should get Rs 8500 per month starting from the month of May, 2010 . In addition, the duo issued work orders for installation of mobile towers at the rate of Rs 9,22,500 for each tower. This amount was for the foundation part only. The contractors were made to deposit 4 per cent of the work order amount. Again, each of the contractors were made to deposit Rs 25,000 for fixing nuts and template bolts. Not only that, Romesh and Ranjit collected Rs 10,000 to Rs three lakhs from each contractor after convincing the contractors that their liabilities would be released shortly. Then the unsuspecting contractors were called to Guwahati and Kolkata to collect their bills thereby wasting money and time. Even though the contractors were given cheques, all the cheques turned out to be bogus. Now, Romesh and Ranjit have disappeared without any trace, said Manibabu and Iboyaima. NE girls harassed at IGI airport
Source: The Sangai Express

New Delhi, June 30 2013: At a time when women in Delhi are demanding safety, three North East girls, all nieces of Dr Alana Golmei, General Secretary of NE Helpline, were allegedly harassed by a CISF man at IGI airport yesterday. According to a statement issued by NE Helpline, the three girls were allegedly harassed by CISF Constable Ram Chander Chaudhury at IGI domestic airport between 1pm and 2 pm. The NE Helpline said that the incident happened when they were waiting for their siblings coming from Imphal by an Indigo flight which was to arrive at 1.30 pm. The girls told the North East Helpline that the CISF Constable enquired why they were sitting there for long. Although, the girls told the Constable that they were waiting for their siblings, he kept on asking unnecessary questions and demanded to show their identity cards. The press release quoted the girls as saying that the Constable didn't ask anything to other people who were sitting there longer than them. The press release quoted the girls as saying, "We were shocked that he was targeting only us since we look different. He took advantage of our young age and different look from the rest sitting nearby us. His intention was to stalk us as he was roving his eyes all over our bodies while abusively demanding to show our identity cards" . Dr Alana Golmei said, "I was also standing a few metres away from them along with my cousin sister when the incident happened. "One of my nieces called me on phone and told me to rush there where they were being harassed by the CISF man, who was in civvies" . Golmei added, "I rushed there and immediately and asked politely to Ram Chander Chaudhury what was it all about upon which, he angrily replied he was doing his duty according to the order of CISF Vigilance. When I requested for the standing order he tried to persuade me to go with him and see from his office. I insisted him to bring the standing order of CISF (any order that says one should not sit in IGI domestic airport for more than one hour) . Meanwhile I also spoke to another personnel from Ram Chander's phone and the man on phone said the same thing that they were vigilance personnel of CISF and that he saw nothing wrong on the behaviour of Ram Chander" . "Later, another CISF official whose name was RS Sharma appeared at the scene along with Ram Chander again. He was trying to justify the conduct of Ram Chander saying that there was no harm in asking for their identity cards and added that the girls could have just showed it which further appalled me", Golmei added. Despite repeated calls to the concerned authorities and central government regarding the discrimination and harassment of North East community residing in Delhi and NCR region no visible action has been taken up so far, said the press release. The North East Helpline strongly urged the Union Ministry of Home Affairs and any concerned authorities dealing with CISF Vigilance at IGI airport to take strong action against Ram Chander Chaudhury for harassing and stalking the three NE young girls yesterday. This is not the first time, there were many unreported incidents in the past where NE community were harassed by the security personnel and airline officials as well in IGI airport, New Delhi, the press release added. The North East Helpline also sought clarification from the concerned authorities whether there is such rules imposed to people who look different especially the Northeast community to be harassed in this way.

Imphal, June 30 2013: CPI Manipur State Council today lodged a complaint with Chief Minister O Ibobi against excesses committed by police upon its members during a protest demonstration at Imphal. Talking to media persons at Irabot Bhavan here today, CPI State Council secretary Dr M Nara condemned in the strongest term the act of baton charging and firing tear gas shells upon CPI workers who were demanding certain points in a democratic manner. Even at New Delhi, when the Parliament session was going on, different political parties and pressure groups staged protest demonstrations. Police either tried to mollify or drive the protesters away in a polite manner. But the conduct of State police was too much, asserted Dr Nara while also decrying the act of imposing restrictions under Section 144 of CRPF across Imphal East and Imphal West districts. Such disposition of the State is a direct threat to the freedom of expression guaranteed by the Constitution. He went on to question, "The Government may erect some barricades around the State Assembly complex but what is the harm in allowing aggrieved parties to lodge protest like in Jantar Mantar and Ram Lila ground in New Delhi?" . The party's struggle committee chairman Ningthoujam Mangi conveyed that apart from lodging a complaint, the party reiterated their demands to the Chief Minister during a meeting yesterday. Some of the demands put across by CPI Manipur State Council included saving Sharmila's life by repealing AFSPA, implementation of Inner Line Permit System, putting an effective check on drug smuggling, deployment of highway protection force along National Highways, putting an end to all initiatives aimed at privatization of health and power sectors and initiation of political dialogue with insurgent groups. Raising the same demands, CPI workers and supporters took out a rally at Imphal on June 20 but they were blocked and driven back by police causing injuries to one of the protesters. In protest against the police action, CPI called a state-wide general strike on the next day.

Had all the four rapists been awarded capital punishment instead of life imprisonment, there would have been any further rape cases, Kakomlunglu opined. JAC advisor Memchoubi appealed to City Police to work sincerely on the gang rape case of the 14 year old girl. Accused Naorem Pritam s/o N Priyokumar of Nongmeibung Pung Makhong should not be released under any excuse. "Pull up all the accused and suspects first and let the victim identify them", Memchoubi said. UPF running out of patience
Source: Hueiyen News Service

Imphal, June 30 2013: The United Peoples Front (UPF), one of the two umbrella organizations of Kuki underground outfits under Suspension of Operation (SoO), has resolved to boycott the Congress (I) Party in Kuki inhabited areas in the coming Lok Sabha election if the political dialogues with the Government of India are not initiated at the earliest. A statement in this regard, Secretary of Information and Publicity of UPF C Robinson Thadou said that the organization is peeved at the apathy of the Union and State Governments which have failed to address several issues of the outfits under SoO despite repeated assurances. Like an obedient citizen of India and also believing in the democracy and Constitution, UPF entered into the tripartite SoO agreement with the Centre and the State Governments on August 22, 2008 and continue to remain steadfastly adhering to the agreement till today. However, since the Government is not keeping its words, UPF now holds the view that it is free to choose any course of action in future, Robinson stated. He lamented that the political talks have not been initiated and no interlocutor has been appointed so far even if Joint Secretary of Ministry of Home Affairs (Northeast in-charge) Shambu Singh and State officials led by Principal Secretary (Home) Dr Suresh Babu made a firm assurance on starting the political talks during a meeting held on January 3 this year. In another meeting with Joint Monitoring Group (JMG) members of UPF on February 23 early this year, Shambu Singh again assured that the appointment of interlocutor would be completed after the winter session of the Indian Parliament or by February 29 this year, Robinson recalled, adding that all these assurances have, however, vanished into the thin air. The statement further said that the UPF had signed the agreement for extension of SoO in December 2012 with the hope that the Government would deal with them sincerely and honestly. However, stipends for the cadres have not paid since December last year and infrastructures and other requirements at the designated camps have not been fulfilled by the Government. So, taking serious note over the development, a meeting of UPF held on June 26, 2013 has expressed its happiness over the inordinate delay in starting the political dialogues. The meeting also expressed displeasure over the conduct of the Government in making a hue and cry whenever some small incidences of SoO ground rules violation is committed by the cadres while totally ignoring all the violations committed by the Government, the statement alleged. Pointing out some of the alleged violations committed by the Government, the UPF statement mentioned that the meeting of JMG which is supposed to be held regularly at least once a month has been stopped for the last 7 months, payment of the meagre to the cadres is not regular and the same has been stopped since December last year, although time and gain, the Government uses the issue stipend as a propaganda to tarnish the image of UGs in the eyes of the public. The UPF further resolved that it would be compelled to review the SoO agreement in case nothing is done before the next SoO extension meeting on August 22 this year. It has also resolved that no more camp inspection and verification of the cadres in the designated camps would be permitted until all the pending stipend amounts are cleared. Furthermore, the organization has warned the Government of dire consequences if no concrete step is taken up till August this year. The meeting also appointed C-in-C of KRA (U) C Robinson Thadou as the Secretary of Information and Publicity, UPF, the statement added.
