Imphal, August 13 2022: Graduate Teachers' Promotion Demand Committee has denounced the notification issued recently by the Education Department for giving promotion to graduate teachers, sidelining the notification issued by the Department in 2016 for promotion of primary teachers with 5 years on regular post to graduate teachers for which all official processes have been completed and board members for DPC selected.

Addressing a press meet held at Pensioner's Building, Pishum Chingamakhong here on Friday afternoon, Committee chairperson Noarem Debjani recounted that in 2016, the then Education director Noarem Praveen issued a notification for promotion of primary teachers with 5 years on regular post to graduate teachers.

Accordingly, the performa of the eligible teachers were called and then director Th Kirankumar released a list of those eligible for the promotion.

A copy of the same was forwarded to the director of Vigilance and the clearance was given on September 16, 2020 .

The then Education (S) commissioner M Harekrishna notified a convey order on October 15, 2021 as part of the promotion process, after which the Education Department issued a notification fixing the DPC on November 18, 2021, in addition to selecting the board members for the same, she recalled.

However, the administrative office of the Education Department notified an order on August 5, informing that teachers who have obtained over 50 per cent marks in graduation are to submit their performas as part of the process for the graduate teachers' promotion, which is condemnable, not to mention of it being against the RR of 2016, she remarked.

Debjani further said that this is looking down on the teachers who have been working for more than 30-40 years after passing out under the then Manipur Board and Manipur University with low marks.

As such, instead of getting promoted to graduate teachers just a few years before retirement, the teachers are being forced to retire as primary teachers.

Additionally, the state government has issued an office memorandum in 2014 upholding the implementation of the recruitment rules from time to time.

If this act of suppressing and replacing the old RR with the new RR were to be allowed, one can only question how the education sector will be improved, she commented.

Questioning reason and hidden agenda behind the release of the new RR; the chairperson demanded the government to withdraw its act of trying to favour its connections while ignoring the suffering of the teachers.

One-sided favouritism for a single community will never bring any good and instead, will lead to disintegration of the education section.

Thus, she urged the state government to give promotion to the teachers based on seniority and also based on RR of 2016.Further urging for complying with the directives of the court and NCT, she also cautioned that in case of failing the teachers would be forced to stand up for themselves, leaving behind a loss-loss situation for everyone concerned.
