DGP asked to arrest father-son duo in 'gang rape' case

Chief Judicial Magistrate, Imphal East A Noutuneshwari has directed the DGP to look into the matter of sexual exploitation of a woman by a father-son duo and instruct SP Imphal West to arrest the culprits at the earliest.
The Court order was passed today after the hearing of the case with reference to FIR number 145 (4) 2017 Imphal police station, State versus Md Arif Khan (22) s/o Md Azad Khan of Kwakta Khuman Maronglou presently staying near New Look School, Mantripukhri and others.
The victim had filed an application for allowing her to assist the prosecution.
The case was transferred from CJM Imphal West to the Court of CJM Imphal East.
The victim's mother on April 29 last had lodged a complaint with OC Imphal police station stating that on April 23 at around 4.30 pm her 22-year-old daughter was forcibly kidnapped by the accused Md Arif Khan from North AOC to make her his wife.
Her daughter was kept concealed in an unknown location with conspiracy with the guardian of the accused.
However, the victim managed to escape on April 28 taking advantage of the absence of Md Arif Khan and his family members.
Counsel of the victim submitted before the Court that keeping the rape accused free is not good in criminal investigation procedure as well as in the society.
He stated that Investigation Officer of the case as well as superior officers are not taking interest in the case as the victim belongs to BPL family.
He also stated that the nature of the offence tantamount to a gang rape committed by Md Arif Khan and his father.
He then prayed the Court to issue direction to the, DGP to cause arrest of the father-son duo.
The Court order mentioned, 'it appears on record ' that the victim had been.' sexually exploited by the' accused and his father at the' time when the victim was, kept concealed' .
However, the accused is not yet arrested even though prima facie evidence shows that it is a case of abduction and gang rape, it stated.
The Court then directed the DGP to look into, the matter and instruct SP Imphal West to cause arrest of the culprits at the earliest.
