No compensation paid on time for sexual assault

State Government failed to pay Rs 2,00,000 as compensation to a minor victim of sexual assault within 30 days despite order of the court of the special judge of the Protection of Children from Sexual Offences Rules, 2012 (POCSO), Manipur East.
The mother of the victim of sexual assault, filed an application to the court for issuing necessary directions in this regard as the State Government failed to comply with the direction.
The accused in the case was convicted in the Special Trial case No-24 of 2013/92 of 2013/17 of 2014.The court order of March 24, 2015 directed the Manipur Government to pay Rs 2,00,000 as compensation to the victim under POCSO Act within 30 days.
It is stated that the applicant served a legal notice dated 8/4/2015 through her counsel to the Chief Secretary for payment of the amount as directed by the court.
Th Premlata, counsel for the applicant however submitted that the State Government sanctioned Rs 2,00,000 on May 22, 2015 and the amount had been transferred to the applicant By ECS and the receipt was duly acknowledged.
Copies of order dated 22/5/2015 issued by Deputy Secretary (SW), Government of Manipur sanctioning a sum of Rs 2,00,000 and acknowledgment of receipt by the applicant were taken on record.
In the circumstances, the mater became 'infructuous' and was accordingly disposed of.
Before closing, this court made certain observations.
The court issued notice to the Chief Secretary for payment of compensation on May 22, 2015 and on the same day the amount was released by the Government and subsequently transferred to the applicant by ECS.
It is brought to the notice of the court that interim and final compensations awarded by courts for victims of sexual assault are yet to be paid.
Th Premlata, counsel for the applicant submits that appropriate schemes may be made by the State Government for payment of compensation to the victims of sexual assault.
