State issues Unlock 2 guidelines : School re-opening to wait for separate orders

Imphal, October 02 2020: In line with the Unlock 5.0 guidelines announced by the Ministry of Home Affairs which became effective from October 1, the State Government has announced guidelines for its Unlock 2 which will be in force in the entire State till October 31.Chief Secretary Dr Rajesh Kumar who is also the Chairman, State Executive Committee of the State Disaster management Authority issued an order to his effect late on October 1.According to the Unlock 2 guidelines online teaching, examination by universities, colleges and schools would be allowed but for re-opening of schools and coaching institutions, separate orders would be issued giving detailed guidelines and SOP.

Activities that are permitted outside containment zones from October 1 to 31;
1.Supply of Essential goods:
(a) Home Delivery of essential commodities is allowed.
(b) Collection, processing, distribution and sale of milk and milk products.
(c) Locality based retails shops dealing with essential commodities like groceries for daily use, vegetables, fruits, milk booths, poultry meat and fish will be opened in all districts from 7 am to 6 pm on all days.
(d) Wholesale shops in Thangal Bazar, Dharmashala, Paona Bazar and Masjid Road shall open from 7 am to 6 pm on all days except Sunday to cater to requirements of retailers of districts.
(e) All standalone shops like shops selling construction materials, hardware, electrical items, cement etc located outside Paona Bazar, Thangal Bazar and Nagamapal area are also allowed to open from 7 am to 6 pm.
(f) Rostered opening of shops from 8 am to 6 pm in Thangal Bazar and Paona Bazar except shops in gullies/by-lanes between buildings.

2.Movement of Cargo and goods:
(a) All goods vehicles are allowed to cross inter-State border at Mao, Jiribam and Jessami.
(b) Movement of all trucks and other carrier vehicles with two drivers and one helper including empty trucks after delivery of goods or for pick-up of goods.
(c) Shops for truck repairs and dhabas on highways are allowed with prescribed social distancing.
(d) Inter/intra-district movement of all goods vehicles in sync with the guidelines of the MHA.
(e) Movement of permitted goods across Indo-Myanmar border under Land-Border Trade Treaties with Myanmar by strictly adhering to the SOP prescribed by the Government.

3.Health Related activities:
(a) Hospitals, nursing homes, clinics and dispensaries.
(b) All chemists, pharmacies and all kinds of medicine shops including Jan Aushadhi Kendras and medical equipment shops.
(c) Medical laboratories and collection centres.
(d) Veterinary hospitals, dispensaries, clinics and related pathological laboratories and sale and supply of vaccines.

4.Public Utilities:
(a) Distribution of LPG through home delivery.
(b) Postal services including post office.
(c) Telecommunication and internet services.
(d) Operation of water/sanitation, power supply and waste management sectors
(e) Petrol pumps.
(f) Airport and airlines.
(g) Inter and intra State public transport, subject to social distancing.
(h) Swimming pools being used for training of sportspersons wef 15/10/2020 subject to adherence of SOP to be issued by Ministry of Youth Affairs and Sports, Government of India.

5.Educational activities:
(a) Online teaching, examination by universities, colleges and schools.
(b) Online tuitions and examination by coaching and tuition centres.
(c) Skill or entrepreneurship training in National skill training institutes, industrial training institutes, short term training centres registered with National Skill Development Corporation or State Skill Development Missions or other Ministries of Government of India or State Governments or similar institutes for entrepreneurship subject to following of the SOP being issued by MoHFW.
(d) Opening of schools, colleges, education institutions and coaching institutions-separate orders for re-opening of schools and coaching institutions will be issued giving detailed guidelines and SOP.

6.Agriculture and related activities:
(a) Farming operations by farmers and farm workers in field in rural areas.
(b) Agencies engaged in procurement of agricultural and horticultural produces including Farmer Producers companies.

7.Fisheries:
(a) Operation of fish farms.
(b) Fish feed plants.

8.Animal Husbandry:
(a) Operation of poultry farms and hatcheries, piggery and dairy development.

(b) Animal feed manufacturing.

9.Finance Sector:
(a) Reserve Bank of India and RBI regulated financial market to function normally.
(b) Bank branches and ATMs and business correspondents to function normally.
(c) All financial institutes, private banks, insurance companies etc.

10.Commercial and private establishments:
(a) Print and electronic media.
(b) Courier services including movement and delivery of goods sold online by online retailers.
(c) Private security services.
(d) Food processing units including manufacturing units in industrial estates.
(e) Mineral water manufacturing and distribution.
(f) Home delivery of food by restaurants and outlets.
(g) Show rooms and servicing Centres of vehicles from 9 am to 5 pm.
(h) All motor vehicle repair shops and workshops from 7 am to 6 pm.
(i) All manufacturing, processing and producing units.
(j) All shopping malls subject to regulated entry to prevent crowding.
(k) All barber shops and beauty salons.
(I) All gyms subject to rostered usage by its members to prevent crowding.
(m) All hotels and restaurants.
(n) Cinemas/theatres/ multiplexes will be permitted to open with upto 50% of their seating capacity, for which, SOP will be issued by Ministry of Information & Broadcasting.
(o) Business to business (B2B) exhibitions will be permitted to open, for which, SOP will be issued by the Department of Commerce.
(p) Entertainment parks and similar places will be permitted to open, for which the SOP will be issued by Ministry of Health & Family Welfare (MoHFW) .

11.Movement of persons:
(a) No bar on inter/intra-district movement of private vehicles and persons outside the curfew hours.
(b) Free entry and exit of private vehicles and persons in the inter-State boundary subject to health screening protocol and registering details with the district administration official stationed at the border and obtaining Inner-Line Permit by persons requiring to do so.

12.Offices of Central and State Governments:
(a) All Central and State Government offices dealing in essential services shall be opened and function normally.

13.MNREGA works:
(a) MNREGA works are allowed in rural areas with strict implementation of social distancing and face mask.

14.Construction activities:
(a) Construction activities of National projects, highways, railways, development works taken up by Government departments and also private construction works.
(b) Construction and maintenance of water supply schemes.
(c) All maintenance, repair works taken up by the Government.

15.Gathering of People:
(a) Social/academic/sports/entertainment/cultural /religious/political functions and other congregations beyond 100 persons will be permitted after 15.10.2020 subject to 50% of the hall capacity in closed spaces with a ceiling of 200 persons with mandatory wearing of face masks, social distancing, provision for thermal scanning and hand wash or sanitizer.

Organizers of these functions shall be responsible to ensure that the space/area is adequate to ensure social distancing among the participants.

(b) For gathering in open spaces, the number of persons allowed to gather will depend on the size of the ground space with mandatory wearing of face masks, social distancing, provision for thermal scanning and hand wash or sanitizer.

(c) State Government will issue detailed SOPs to regulate such gathering.

Lockdown would remain in force in containment zones till October 31 which would be demarcated by the district authorities with the objective of effectively breaking the chain of transmission, the guidelines say.

In containment zones, only essential activities will be allowed.

There shall be strict perimeter control to ensure that there is no movement of people in or out of these zones, except for medical emergencies and for maintaining supply of essential goods and services.

In the containment zones, there shall be intensive contact tracing, house to house surveillance, and other clinical interventions, as required, according to the guidelines.
