Habitual absence mar Chandel offices

Chandel, October 19 2015: Large scale irregularity of departmental staff including District Level Officers came to light at the office of the Chandel Autonomous District Council during a surprise inspection drive by a team of Committee on Protection of Tribals Rights (CoPoTR), Chandel district.

A team of CoPoTR, Chandel led by its secretary Ng Joychandra and advisor Ts Beton Anal along with media persons visited the office of Chandel ADC located at Monsang Pantha today and found that majority of the departmental staff other than the Additional Chief Executive Officer and some staff at the Account Section and Education were absent.

The offices of the Council's Chief Executive Officer, Chairman and Executive members were also found locked during the visit.

When enquired about their absence, Ts Kothar, Additional CEO said the council has been run from an office located at Imphal ever since the ADC was revived in 2010.The departmental staff of the Council, however, attend office at the district headquarters office.

There has been no instruction from the State Government to the staff to attend office at Imphal, the Additional CEO added.

The committee members also went on a surprise visit to the ADC offices located at Mini Secretariat complex in the district headquarters today.

At Mini Secretariat complex, the committee members visited the office of DRDA, ZEO, ICDS, District Social Welfare, Employment Office, District Statistical, DPO SSA, NERCOMP and found most of the departmental heads including ZEO, DSWO and staff absent.

The committee members also met and interacted with the Deputy Commissioner of Chandel Robert Singh Kshetrimayum regarding the irregularity of staff.

Speaking to media persons, Robert Singh Kshetrimayum said necessary actions including explanation calls and pay held up have been taken up against the erring staff in connection with the irregularity.

A joint meeting of District Level Officers (DLO) and Chandel Naga Peoples Organisation (CNPO) will be convened on October 26 to address the issue, the DC added.

He further maintained that a resolution shall be adopted to prevent further recurrence of such malpractices in the district during the joint meeting.

Necessary actions will be taken up against staff in consultation with higher authority in case of persistent absence.

Ng Joychandra, secretary CoPoTR said the surprise inspection was conducted in view of difficulties faced by the people of the district due to irregular attendance of staff.

While thanking the Deputy Commissioner for providing assurance to take up necessary action in his capacity against the erring staff, the CoPoTR secretary has also warned to launch intense form of agitation if the State Government fails to make necessary arrangements to make the Autonomous District Council function from its office located at Monsang Pantha at the earliest.
